    When Congress enacted the Individuals with Disabilities Education Act (IDEA), it included a system of procedural safeguards to protect the rights of children with disabilities and their parents. These safeguards are designed to protect a child's right to a free appropriate education. To be effective advocates, parents must learn about their rights and responsibilities.
